TEMPUS JPCR – 2012-3004/001/001 EUROPEAN NEIGHBOURHOOD POLICY LAW AND GOOD GOVERNANCE – EUNEG


The most important goals of the tree years EUNEG project (2012-2015) were:
• to develop a curriculum of Master Studies in European Neighbourhood Law and Good Governance, with ECTS and degree recognition;
• to build up syllabuses of courses, including also teaching methodology, students’ obligations and relevant literature and
• to introduce modern teaching methodology (including computer aided teaching methods) based on research and active engagement of students.

EUNEG Project Consortium was consisted from of 12 academic and 4 non-academic Partners from 3 partner countries (Moldova, Russia and Ukraine and from 4 EU countries (Germany, Italy, Romania and Slovenia. The project

EUNEG project achieved all expected results, the most important among them were:
• Developed curricula and syllabuses of the EUNEG Master study programme;
• Up-dated teaching material and modern methodology based on research and active engagement of students;
• Educated and trained academic and administrative staff at the PCU on EUNEG issues;
• Equipped EUNEG labs at the PCU and developed knowledge on computer aided teaching methods;
• Established EUNEG libraries at the PCU and purchased specialised literature.

EUNEG Master programme last 2 academic years (4 semesters). The value of the studies is 120 ECTS (30 ECTS per semester). The last semester is dedicated to students’ research and preparation of Master thesis as its result.

EUNEG curriculum

The EUNEG curriculum consists of nine (9) mandatory courses and eight (8) optional courses (5 for 1st specialisation and 3 for the 2nd specialisation) namely:

Mandatory courses:
1. Legal and political system of the EU
2. EU system in the field of justice and home affairs
3. Public services management and EU standards on good governance
4. Democracy and European integration – achievements and shortcomings
5. Regional development and economic planning in the EU
6. EU foreign, security and defence policies
7. EU neighbourhood policy
8. Legal aspects of economic relations between the EU and its Eastern European neighbours
9. Legal measures and procedures for fighting corruption
10. Legal aspects of business contracts between EU and non-EU enterprises

Optional courses:
Specialisation I: Particular aspects of Russia, Ukraine and Moldova cooperation with the EU
11.-13. Cooperation in the fields of education, culture and science between Russia, Ukraine, Moldova and the EU
14. Cooperation with EU concerning migration, asylum and combating crime (common syllabus with specific parts concerning Russia, Ukraine and Moldova)
15. Territorial and cross-border cooperation of Russia, Ukraine and Moldova with the EU (common syllabus with specific parts concerning Russia, Ukraine and Moldova)

Specialisation II: Good governance’s theory and practice, discrimination and human rights
16. Local and region governance, democracy and the role of citizens in EU and in partner country (common syllabus with specific parts concerning Russia, Ukraine and Moldova)
17. Domestic and international procedures for the victims of discrimination and violation of human rights (common syllabus with specific parts concerning Russia, Ukraine and Moldova)
18. Promoting and implementing democratic principles and human rights standards in EU and partner countries (common syllabus with specific parts concerning Russia, Ukraine and Moldova)
